The Geographical Information System (GIS) is used for disaster management commonly. GIS has been prepared as a simple way to organize and present highly complex disaster management and relief needs data around the world as a vital decision support tool. By producing thematic hazard and vulnerability maps using selected variables (economic value, population, flood risk, and age of infrastructure, for example), the GIS can identify risk areas and clarify how best to respond to or to mitigate the risk of disaster.

GIS is a system for capturing, storing, analyzing and managing data and associated attributes which are spatially referenced to the earth. In the strictest sense, it is a computer system capable of integrating, storing, editing, analyzing, sharing, and displaying geographically-referenced information. In a more generic sense, GIS is a tool that allows users to create interactive queries (user created searches), analyze the spatial information, edit data, maps, and present the results of all these operations.

Similarly, the GIS can display disaster damage data and needs analysis by district or province, which makes it easier for international organizations, local governance as a decision maker to target disaster relief aid.

According to Management Information System (MIS) need assessment result in many countries, about the capacity building that needed by local government, and also the request from local government to strengthen the capability of their staff, many parties provide government staff with training in GIS. In order to capacitate the local governments' ability to cope with disaster occurrence, it is important to prepare a disaster management training system for the local officials to practice in the on-the-job environment. The purpose of the training are to strengthen and enhance the capability of government official in GIS. Therefore the training should included following subject: Concept of GIS, Introduction of GIS application such as ARCH GIS ( I use ESRI Arch GIS 10), Geodatabase and Map Project. Outcome of the training is local government capable to use GIS for disaster management.
