Background Indonesia is developing a national carbon accounting system to provide a comprehensive and credible account of Indonesia’s greenhouse gas emissions from forests and agriculture. The Indonesian National Carbon Accounting System (INCAS) is an operational system that will be run every year and will provide the foundation for transparently measuring and reporting on reductions in emissions from the land sector. This will enable Indonesia to participate in an international mechanism to reduce emissions from deforestation and forest degradation in developing countries (known as REDD+).

The INCAS is being developed in a phased approach, tarting with coverage of forest land in Kalimantan and expanding to full national coverage. Annual land cover change analysis for the period from 2000 to 2009 has already been completed using Landsat data, and a detailed work plan has been developed to quantify changes in carbon stocks in forests subject to deforestation and forest degradation. A team of biomass specialists has commenced work to collate and analyze forest inventory and biomass data for Kalimantan.

In order to effectively deliver the biomass work and integrate with the land cover change analysis, a qualified Indonesian national GIS/Remote Sensing Specialist is required to join the IAFCP facility and work closely with the INCAS Adviser, Government of Indonesia and GOI appointed secondees. The position is full-time for six months and based in Jakarta.

The work is being supported by the Indonesia Australia Forest Carbon Partnership (IAFCP), a joint initiative between the Government of Indonesia and the Government of Australia. The IAFCP Facility is funded by Australian Aid - managed by IDSS Pty. Ltd. and Euroconsult Mott MacDonald on behalf of AusAID, the Australian government Agency for International Development. IAFCP is establishing a dedicated INCAS office where the successful applicant will be based, although there will be a need to visit offices of other agencies contributing to the INCAS work.

The INCAS GIS/Remote Sensing Specialist will be responsible for:
1. obtaining and managing existing spatial data including maps of forest types, soil, peat, elevation, slope, rainfall, administrative boundaries;
2. assisting other INCAS specialists to prepare spatial data and spatial analysis required for the INCAS;
3. liaising with the Indonesian National Space Agency (LAPAN) to obtain land cover change outputs in an appropriate format;
4. analyzing remote sensing data to differentiate undisturbed and disturbed forest;
5. manipulating spatial data to support biomass analysis;
6. developing a digital biomass map showing the spatial location of biomass class boundaries;
7. developing a map of annual human induced change in forest area by biomass classes;
8. calculating the area of annual change by biomass classes;
9. providing data outputs in required formats; and
10. assisting with other tasks as required during contract period.

Qualifications and Experience:
1. University Bachelor degree in a relevant field, preferably in Geographic Information Systems and remote sensing;
2. Minimum five years working experience in spatial analysis, database management and have an understanding of forest attribution;
3. Good understanding and practical background in GIS and cartography, including knowledge of current GIS/Remote Sensing (RS) software;
4. Knowledge of Remote Sensing and raster-vector integration techniques;
5. Knowledge of related software and systems (database, word processing, desktop publishing);
6. Excellent inter-personal and general communication skills;
7. Strong service orientation;
8. Ability to work with minimum supervision in a multi-cultural environment.

The Geographical Information System (GIS) is used for disaster management commonly. GIS has been prepared as a simple way to organize and present highly complex disaster management and relief needs data around the world as a vital decision support tool. By producing thematic hazard and vulnerability maps using selected variables (economic value, population, flood risk, and age of infrastructure, for example), the GIS can identify risk areas and clarify how best to respond to or to mitigate the risk of disaster.

GIS is a system for capturing, storing, analyzing and managing data and associated attributes which are spatially referenced to the earth. In the strictest sense, it is a computer system capable of integrating, storing, editing, analyzing, sharing, and displaying geographically-referenced information. In a more generic sense, GIS is a tool that allows users to create interactive queries (user created searches), analyze the spatial information, edit data, maps, and present the results of all these operations.

Similarly, the GIS can display disaster damage data and needs analysis by district or province, which makes it easier for international organizations, local governance as a decision maker to target disaster relief aid.

According to Management Information System (MIS) need assessment result in many countries, about the capacity building that needed by local government, and also the request from local government to strengthen the capability of their staff, many parties provide government staff with training in GIS. In order to capacitate the local governments' ability to cope with disaster occurrence, it is important to prepare a disaster management training system for the local officials to practice in the on-the-job environment. The purpose of the training are to strengthen and enhance the capability of government official in GIS. Therefore the training should included following subject: Concept of GIS, Introduction of GIS application such as ARCH GIS ( I use ESRI Arch GIS 10), Geodatabase and Map Project. Outcome of the training is local government capable to use GIS for disaster management.
