Background Indonesia is developing a national carbon accounting system to provide a comprehensive and credible account of Indonesia’s greenhouse gas emissions from forests and agriculture. The Indonesian National Carbon Accounting System (INCAS) is an operational system that will be run every year and will provide the foundation for transparently measuring and reporting on reductions in emissions from the land sector. This will enable Indonesia to participate in an international mechanism to reduce emissions from deforestation and forest degradation in developing countries (known as REDD+).

The INCAS is being developed in a phased approach, tarting with coverage of forest land in Kalimantan and expanding to full national coverage. Annual land cover change analysis for the period from 2000 to 2009 has already been completed using Landsat data, and a detailed work plan has been developed to quantify changes in carbon stocks in forests subject to deforestation and forest degradation. A team of biomass specialists has commenced work to collate and analyze forest inventory and biomass data for Kalimantan.

In order to effectively deliver the biomass work and integrate with the land cover change analysis, a qualified Indonesian national GIS/Remote Sensing Specialist is required to join the IAFCP facility and work closely with the INCAS Adviser, Government of Indonesia and GOI appointed secondees. The position is full-time for six months and based in Jakarta.

The work is being supported by the Indonesia Australia Forest Carbon Partnership (IAFCP), a joint initiative between the Government of Indonesia and the Government of Australia. The IAFCP Facility is funded by Australian Aid - managed by IDSS Pty. Ltd. and Euroconsult Mott MacDonald on behalf of AusAID, the Australian government Agency for International Development. IAFCP is establishing a dedicated INCAS office where the successful applicant will be based, although there will be a need to visit offices of other agencies contributing to the INCAS work.

Duties:
The INCAS GIS/Remote Sensing Specialist will be responsible for:
1. obtaining and managing existing spatial data including maps of forest types, soil, peat, elevation, slope, rainfall, administrative boundaries;
2. assisting other INCAS specialists to prepare spatial data and spatial analysis required for the INCAS;
3. liaising with the Indonesian National Space Agency (LAPAN) to obtain land cover change outputs in an appropriate format;
4. analyzing remote sensing data to differentiate undisturbed and disturbed forest;
5. manipulating spatial data to support biomass analysis;
6. developing a digital biomass map showing the spatial location of biomass class boundaries;
7. developing a map of annual human induced change in forest area by biomass classes;
8. calculating the area of annual change by biomass classes;
9. providing data outputs in required formats; and
10. assisting with other tasks as required during contract period.

Qualifications and Experience:
1. University Bachelor degree in a relevant field, preferably in Geographic Information Systems and remote sensing;
2. Minimum five years working experience in spatial analysis, database management and have an understanding of forest attribution;
3. Good understanding and practical background in GIS and cartography, including knowledge of current GIS/Remote Sensing (RS) software;
4. Knowledge of Remote Sensing and raster-vector integration techniques;
5. Knowledge of related software and systems (database, word processing, desktop publishing);
6. Excellent inter-personal and general communication skills;
7. Strong service orientation;
8. Ability to work with minimum supervision in a multi-cultural environment.

The Geographical Information System (GIS) is used for disaster management commonly. GIS has been prepared as a simple way to organize and present highly complex disaster management and relief needs data around the world as a vital decision support tool. By producing thematic hazard and vulnerability maps using selected variables (economic value, population, flood risk, and age of infrastructure, for example), the GIS can identify risk areas and clarify how best to respond to or to mitigate the risk of disaster.

GIS is a system for capturing, storing, analyzing and managing data and associated attributes which are spatially referenced to the earth. In the strictest sense, it is a computer system capable of integrating, storing, editing, analyzing, sharing, and displaying geographically-referenced information. In a more generic sense, GIS is a tool that allows users to create interactive queries (user created searches), analyze the spatial information, edit data, maps, and present the results of all these operations.

Similarly, the GIS can display disaster damage data and needs analysis by district or province, which makes it easier for international organizations, local governance as a decision maker to target disaster relief aid.

According to Management Information System (MIS) need assessment result in many countries, about the capacity building that needed by local government, and also the request from local government to strengthen the capability of their staff, many parties provide government staff with training in GIS. In order to capacitate the local governments' ability to cope with disaster occurrence, it is important to prepare a disaster management training system for the local officials to practice in the on-the-job environment. The purpose of the training are to strengthen and enhance the capability of government official in GIS. Therefore the training should included following subject: Concept of GIS, Introduction of GIS application such as ARCH GIS ( I use ESRI Arch GIS 10), Geodatabase and Map Project. Description :

Leuser International Foundation (LIF) is currently implementing a Programme for Watershed Protection in Aceh – Phase 1 in the area of Central Aceh and Bener Meriah districts, funded by New Zealand’s International Aid & Development Agency (NZAID). The main objective of phase 1 of this Watershed Protection Programme in Aceh is to create the conditions necessary for the longer-term implementation of water catchment protection and management in the central part of Aceh.


One of the key activities of the project is to provide GIS and spatial planning training to district government officers (Activity 5.2) by engaging the services of a national Spatial Planner Consultant. This will enable district government officers to revise spatial plans with the help of GIS data and equipment.


Scope of Work

Building coordination with district governments (Aceh Tengah and Bener Meriah) in the

revision of spatial plans and establishment of GIS competencies for officials of relevant

Agencies, and confirming the effective use of GIS facilities in the project area.



Duties and Responsibilities

1. Perform needs assessment on GIS competencies for district government officers.
2. Organize GIS on-the-job traning for district government officers.
3. Deepen the incorporation of GIS usage in government planning and decision making.
4. Analyse existing district spatial plans and prepare their revision roadmap.
5. Facilitate a multi-stakeholder meeting and workshop on the revision of district spatial plans.
6. Produce thematic maps and make them readily available to district government agencies.
7. Work closely with LIF GIS team and share GIS competencies with project staff.


Qualification :

1. Post-graduate and preferably Master/Doctoral degree holder from related discipline in geographic information system,such as geography, agriculture, forestry, and environmental science.

2. Having at least 10 years of relevant experience in GIS or spatial planning

3. Proficiency in Bahasa Indonesia and English, spoken and written is essential.

FFI Job Vacancy - IP GIS Position

BACKGROUND – CENTRAL KALIMANTAN PROJECT
The Fauna and Flora International’s Kalimantan Programme and PT Billiton Indonesia (BHPB) have formed a public-private partnership to explore the opportunities and risks in establishing a landscape-level conservation strategy for the Maruwai basin, Murung Raya district, Central Kalimantan, Indonesia, as part of BHPB’s Maruwai Coal Projects (MCP) Biodiversity Strategy.

BHPB recognizes that loss of biodiversity due to competing land use is an issue of global concern. BHPB addresses this concern in its Sustainable Development Policy committing to 'enhance biodiversity protection by assessing and considering ecological values and land-use aspects in investment, operational and closure activities'.

MCP's Biodiversity Strategy recognizes the need to minimize the ecological footprint within its operations and mine sites, while recognizing the need to work at a regional scale to achieve the biodiversity goals. In a workshop in December 2007, it was acknowledged that the management impacts of MCP's proposed biodiversity strategy would focus mostly on the actual mine sites and adjacent buffer zones. The actual future MCP mine sites will only take up a small percentage of the current Coal Concessions of Work (CCoW). While MCP has direct control over the immediate forests surrounding future mine sites and can mitigate impacts to biodiversity in these forests through Leading Practice, it has no direct jurisdiction over forests that could be impacted indirectly through secondary development related to road construction, increased local tax income and labour influx.

For MCP to be seen as a leading company in environmental management, it was therefore recognized that MCP's biodiversity interventions had to be extended beyond its actual mining areas, and that a larger landscape-level approach was needed. If BHPB can influence land-use in this larger landscape, for example, by influencing the district spatial planning process and securing leasehold rights for forest conservation outside their actual mine sites, there is considerable potential to maintain and sustainably manage a large, ecologically intact forest landscape in the Heart of Borneo, one of the most species-rich places on earth.

Identifying which areas in the current CCoWs are most important for biodiversity conservation requires an assessment of this landscape. A High Conservation Value Forest (HCVF) assessment is deemed the most suitable methodology for conservation planning in the area and is a commonly used approach in Indonesia. The overall approach would also include an assessment of the current land and forest status, threats to biodiversity and analyzing legal options for long-term conservation such as protection forest/protected area designation and conservation leaseholds in the form of an ecosystem restoration concession.

BACKGROUND – WEST KALIMANTAN PROJECT
FFI has signed an agreement with Development Alternative Inc. for conservation of orangutans in West and Central Kalimantan. The FFI partners with Orangutan Foundation—UK, PT. Sekala, Yayasan Orangutan Indonesia (YAYORIN), and the Global Environment Center (GEC) to implement a conservation plan for a 1.5 million ha landscape that spreads from the coastal peat swamp forest of Ketapang in West Kalimantan, to the foothills of the Schwaner Mountains and into the Belantikan Hulu watershed of Central Kalimantan province.

The project aims to reduce the level of threats to orangutans at a landscape level through reduction of deforestation and degradation of contiguous orangutan habitat. This will be achieved through three sets of interventions:

1) Development of landscape-based orangutan conservation plans and recommendations for a conservation-sensitive review of district spatial plans for district governments and parliaments;

2) Technical assistance for oil palm, forestry and mining concessionaires within the landscape to adopt the protection of HCVF into their management plans; and

3) Development of multi-stakeholder constituencies, and sustainable financing strategies, to promote collaborative multi-stakeholder management for priority orangutan conservation sites.

Scope:
Technical data input, manipulation and presentation of all spatially-referenced data in a GIS supporting a landscape-level conservation strategies in Central and West Kalimantan

Tasks:
• Inventory of datasets required for the HCVF and threats assessments
• Assisting a gap analysis of available spatial datasets
• Produce GIS database with 2000/2003/2006 forest cover maps, soil classification, rainfall, hydrology, topography, HCVF, land suitability for oil palm, provincial spatial plan, district spatial plan, SK 259/2000 forest status map, forest concessions, industrial tree plantation concessions (HTI), mining concessions, oil palm plantation concessions and administrative boundaries
• Compile GIS data layers from field maps, GPS waypoints, hardcopy maps, non-spatial databases, and other sources
• Prepare, update, reproduce, and distribute digital and hardcopy maps for use in fieldwork , conservation planning and external/internal reviews
• Establish, maintain, store, and document GIS data and maps in an orderly, systematic database mapping system
• Coordinate and conduct field mapping surveys to collect accurate, detailed feature and attribute data
• Update data lists and metadata in a spatial data library
• Assisting the spatial analysis required for HCVF and threat assessments and subsequent spatial planning
• Assisting the training HCVF and threat assessment field teams in ground-truthing spatial datasets
